As the number of older Australians living with disabilities continues to rise, the systems meant to support them are buckling under pressure.

One-third of Australians aged 65 and over, nearly 19 million people, live with some form of disability, and the demand for care is outpacing the workforce.

🧠 What’s Really Going On in 2025

  • Workforce shortages are at crisis levels. Over 75% of disability service providers report difficulty attracting and retaining skilled staff, leading to service delays, burnout, and reduced support for vulnerable clients.

  • Job insecurity and poor working conditions plague frontline workers. Many are stuck in casual roles with low pay and no career pathways, despite the emotional and physical demands of the job.

  • Older Australians still face long wait times, poor communication, and limited access to assistive technology, according to the latest OPAN report. These issues have persisted for five years running.

  • The new Aged Care Act, launching on 1 November 2025, promises reforms, but many advocates worry it won’t go far enough to fix systemic neglect.
